Is there anyway to somehow play as the unfinished characters in Super Smash Bros. Brawl?

I know they found evidence of unfinished characters in Super Smash Bros. Brawl such as Mewtwo, Dixie Kong, and Dr. Mario. Is there anyway to cruedly play as these characters?
